Richmond Hill Opts Out Of Cannabis Retail

In December 2018, Richmond Hill Council voted unanimously to opt out of cannabis retail stores within its municipal boundaries in accordance with the Cannabis Law Statute Amendment Act, 2018. The Act allows municipalities to opt out before January 22, 2019.

Residents can still purchase cannabis online and in April 2019 from retailers outside of Richmond Hill authorized by the provincial government. In addition, Municipal governments can opt in to cannabis retail stores in the future.

Fence and Pool Enclosure By-law

Richmond Hill’s Fence By-law No. 140-90 regulates the maximum height of fences on your property. This includes rear, side and front yard fences, there are specific fence regulations for corner properties as well.

Florida Pool Fence Laws

The Residential Swimming Pool Safety Act, also known as the Preston de Ibern/McKenzie Merriam Residential Swimming Pool Safety Act, requires Florida homeowners to take certain safety precautions with swimming pools, such as erecting fences and other safety barriers.

History:

The Florida Legislature created the Residential Swimming Pool Safety Act to reduce the number of drowning fatalities in the state. As of 2009, when the Act became law, drowning was the leading cause of accidental death, including many age groups of children. Proponents of the Act believe requiring barriers or fences around pools will help prevent drowning fatalities.

Requirements:

Under the Act, all outdoor swimming pools must have a 4-foot fence or other barrier around the outer perimeter of the pool, with no gaps in coverage. The barrier must also be sufficiently away from the pool’s edge so a child who penetrates the barrier or fence does not immediately fall into the pool. Entry through the barrier and to the pool must open outward and have a self-closing and self-locking device that is beyond a child’s reach.

Indoor Pool Exemptions:

Pools indoors or within a screened in area hare not required to have a fence or other barrier if all windows and doors that provide access to the pool have a wired safety alarm, or have a self-closing, self- latching device 54 inches or more above the ground.

With nearly year-round sunshine and warm temperatures, Arizona is a haven for swimmers and sunbathers, and many homes, hotels, and apartment complexes within the state have swimming pools on their properties. Unfortunately, this prevalence of pools correlates with a higher-than-average rate of accidental drownings: statistics indicate that children in Arizona drown at almost twice the national rate. Many of these incidences occur in backyard pools, and kids between the ages of one and four are at the highest risk. In an effort to prevent tragediesand in recognition of the fact that proper pool barriers are among the most effective ways to reduce the risk of drowningthe State of Arizona has enacted laws detailing requirements for pool fences and gates on residential and commercial properties.

Arizona Pool Fence Requirements

Arizona law requires that below-ground and above-ground pools must be completely enclosed by a wall, fence, or other barrier that is at least five feet high , and does not have any openings through which an object four inches or more in diameter could pass.

If the wall of a home or building constitutes part of the pool enclosure, the above fencing requirements may be substituted with one of the following:

The County of Westchester offers residents the following pool safety tips in order to keep their children and families safe when enjoying their pool:

• Provide swim lessons for your children as soon as they are old enough.
• Ensure all adults in the home know how to perform CPR on both children and adults.
• Never allow anyone to swim alone.
• Never drink alcohol if you are watching children in the pool.
• Remember that floating toys are meant for fun not for water safety.

If you are looking to childproof your pool area, consider the following layers of protection:

• A pool fence that is at least 4 feet tall and does not come more than 2 inches above the ground. Openings in the fence should not be greater than 4 inches.
• Gates should self-close and self-latch with a latch that is out of a childs reach.
• The gate should open away from the pool with the latch on the pool side.
• Any doors with direct pool access should have an alarm that sounds for at least 30 seconds. The alarm control should be at least 54 inches high and reset automatically.
• Steps or ladders for above ground pools should be locked and secured or removed when the pool is not being used.
• Keep rescue equipment and a phone by the pool.

Installing An Alarm System

Installing an alarm system provides an extra protection layer to keep the kids out of the water if they manage to get past the installed removable fence. Consider installing an alarm to alert you when the pool gates are opened. You can also invest in purchasing an underwater alarm system that detects wave activity using motion sensors. It will alert you when anyone dives or falls into the swimming pool. Some of the states, such as Tennessee has made it mandatory for homeowners to install a pool alarm system when building a pool due to its proven effectiveness.

Toddlers and young children may benefit from classes that focus on swim readiness skills. Parents are often included in these classes, and can pick up pointers on how to safely supervise their child.

Besides all of this, you should check out the swimming facility firsthand. Ensure that the water is clean, disinfected, and chlorinated. Ideally, the water would be heated to between 87 and 94 degrees Fahrenheit. Water temperature is especially important for children under the age of 3, who are at a higher risk of hypothermia.

The Swimming Pool Safety Act is a code of conduct to which all owners of a pool must follow. This Act describes a swimming pool/pool as any place with water of more than 18 inches deep and is intended for recreational purposes. That includes the spas, hot tubs, and wading pools. Here are the regulations outlined in this Act.

What Is The Child Safety Fence Code Exactly

Code R4101.17 is the Residential Swimming Barrier Requirement that requires swimming pools to have a proper safety pool cover that adheres to ASTM standards. A barrier does not necessarily mean a physical fence. It can include an ASTM-approved pool cover. There are also child safety nets that hook into the side pool deck area. Finally, there are child safety roll fences that are four feet tall, include posts that are drilled into the pool deck, and a mesh side that attaches to the poles. It can be removed by unhooking the mesh and rolling back the mesh material.

Beyond the barrier, code also requires installing audible alarms on doors that exit to the pool area, such as a sliding door to the back patio. This way, property owners hear when a child might exit the home to the pool area.

I’m looking at replacing my aluminium pool fence with glass panels. The existing fence posts are embedded into natural ground, and after the fence was erected, stamped concrete was laid.
