RULES:

No one under the age of 16 allowed to enter without an adult

Must sign waiver before entering, under the age of 18 must have the waiver signed by a parent or guardian

Should Our Hoa Open The Community Pool

The following article from the Davis-Stirling Newsletter includes questions and answers to help guide your HOA in its decision-making regarding opening swimming pools. These are merely suggested guidelines and not considered formal legal advice. As each community poses unique situations, this article offers advice as to how your HOA Board might go about proceeding.

QUESTION: Orange County Pools. We are getting mixed messages from the Orange County Health Care Agency and it is really annoying. In its May 7 guidelines, the Agency states:

Many property managers and homeowners associations have chosen to close pools, spas and barbeque areas in an effort to slow the spread of COVID-19 and protect residents. When an HOA, property management company or property manager opens their pool upon State Order modification, the guidance below should be followed

The Agency wrote the order as if pool closures were voluntary. They werent. The guidelines then state that when an HOA opens their pool upon State Order modification it should follow the Countys guidelines.

What does that mean?The States order is vague and says nothing about swimming pools. If you search hard enough, you can find pools referenced in guidelines for hotels: Hotels with pools should ensure that physical distancing requirements can be enforced, this could include limiting one person per lane in swimming pools.

Exeter’s Riverside Pool Will Reopen Next Weekend After Four Year Closure

Free family sessions have been offered for the first two days of its reopening

It’s been a long time coming, but swimmers will finally be welcomed back into Exeter’s Riverside Leisure Centre’s pool next weekend following a four year closure.

The popular facility was badly damaged after an ‘aggressive’ fire tore through the sauna and the swimming pool on February 21, 2017.

The gym and sports halls were able to reopen later that year, but a number of issues, including structural weaknesses which forced the reconstruction of the roof structure and pool area, resulted in the reopening date being repeatedly pushed back.

A budget of £8.4m was initially agreed for the refurbishment, although an extra £2m was then set aside as costs spiralled. Reopening deadlines in 2019 and 2020 came and went before a 2021 date was finally confirmed.

It will reopen next weekend, Saturday, July 24, and to mark its reopening, Exeter City Council invited quick off the mark families to book up for free swimming, and free swim, gym and sports sessions on the Sunday.

The free sessions were quickly booked up and no more are available.

Cllr Duncan Wood, lead councillor for leisure and physical activity, said: Were excited to be getting the pool open once again and weve organised this weekend of family fun to say thank you to everyone for their patience over the last few years.

Visitors can look forward to many new changes including:

    Riverside Pool To Open With Vaccination Requirement

    As the South Island moves into the COVID-19 Protection Framework on Friday 3rd December, as a multi-use facility Nelson City Council and CLM have agreed to require all customers aged 12 and over to be fully vaccinated in order to use the facilities, under the Red and Orange Protection Framework levels.

    Over the coming days, we will update you on how the new vaccination certificates will work and how these will be recorded so that you can keep using the facility.

    Riverside Leisure Centre Swimming Pool To Reopen This Summer

    The swimming pool at Exeters Riverside Leisure Centre is set to reopen this summer more than four years after a fire broke out, councillors have been told.

    After a massive rebuilding programme to rectify serious structural weaknesses, the construction programme is forecast to be completed this summer, subject to any further delays caused by the Covid pandemic, Exeter City councillors were told in a briefing this week.

    The popular pool has remained closed since a fire broke out at the centre in February 2017, although the gym and sports halls were able to reopen later that year.

    And while the fire damage was being repaired, serious structural weaknesses unrelated to the fire were uncovered which had to be rectified to make the building safe.

    But after a succession of delays, the pool is set to reopen this summer, subject to any further disruption caused by Covid, while the new St Sidwells Point leisure centre is also on track to open around the same time.

    Cllr Duncan Wood, lead councillor for leisure & physical activity, said he welcomed the fact that the huge restoration work is getting closer to completion.

    Opening Date For Fire

    A blaze tore through the sauna and swimming pool part of the building in February 2017

    The opening date for the swimming pool at Riverside Leisure Centre has officially been revealed.

    In February 2017 a fire ripped through the swimming pool and sauna part of the iconic building, forcing its closure.

    Now, at a meeting to decide the fate of Clifton Hill Leisure Centre, which has been shut since March following a major leak, the opening date for Riverside was confirmed as being as being September 10, 2018.

    The controversial new Sidwells Point leisure complex remains scheduled to open in December 2020.

    In total, 120 firefighters, 17 fire engines and aerial appliances battled an “aggressive” fire throughout the night on February 21 last year.

    The building was evacuated and the fire brigade punched holes in the roof and filled the space with gas to stop the flames from spreading.

    Structural issues with the leisure centre mean the pool still lies unused today, although the gym is open for business.

    The council say work is continuing to get the fire-damaged Riverside Leisure Centre fully operational again following a ‘complicated’ process, Devon Live previously reported.

    The task of assessing damage to the 50ft glass and metal roof caused by the fire was previously said to be “complex and time consuming.”

    The History Of Exeter’s Riverside Leisure Centre

    A year ago Exeter residents were shocked by the second major fire to hit the city centre in a few short months.

    With the Royal Clarence Hotel in ruins, the Riverside Leisure Centre in St Thomas was to be the scene of a blaze that tore through the sauna and swimming pool.

    While progress on the hotel has been made, structural issues with the leisure centre mean the pool remains closed.

    The leisure centre is an eye-catching structure which was opened by Diana, Princess of Wales, in 1986.

    With its iconic curved glass frontage, trimmed with blue, it is an instantly recognisable building, even if some say it has never been a particularly attractive one.

    I remember that the royal visit was an extremely humbling experience. Princess Diana really was like an angel. She was truly an enchanting woman.

    She asked me if I was Patricks PA and I was unable to answer. I merely nodded.

    During an update briefing this week councillors were told that following the fire, a close inspection of the surface roof structure above the Health Suite revealed it would need to be replaced in its entirety.

    A specialist inspection on the two large 42m long roof lights on the top of the building revealed that the glazing was defective, and all panes needed to be replaced with 276 individual double-glazed units.

    During the internal works in the main pool hall, a significant area of corrosion was then discovered in the original roof well away from the fire area, and a decision was taken to replace the remaining areas of the flat roof over the main pool hall.

    This required a massive internal birdcage scaffold involving several kilometres of scaffold tube, thousands of fittings and hundreds of boards. An external scaffold was also required to provide a safe working platform before we could strip the roof and begin the reinstatement.

    An investigation into the pool surround then revealed worrying deterioration in the structural elements and it was shown that the deterioration was widespread and the entire poolside floor needed to be replaced.
