What Are Elastic Pools
Lets face it, the unpredictability of your database workloads makes it challenging to provision the right number of resources without draining your budget. Traditionally, this has meant that when your usage spikes, so do your costs as you respond to provisioning needs.
However, within Microsoft Azure, this is treated a bit different with the ability to leverage elastic pools providing a way to pool your resources across your databases. Within Microsoft Azure, you can extend your Database Transaction Units to elastic pools, or Elastic DTUs , which can be shared across your databases. As a result, if one of your Azure SQL databases goes over capacity, it can borrow extra eDTUs from another underutilized database.

How To Choose Correct Pool Size
The best size for a pool depends on the aggregate resources needed for all databases in the pool. This involves determining the following:
- Maximum compute resources utilized by all databases in the pool. Compute resources are indexed by either eDTUs or vCores depending on your choice of purchasing model.
- Maximum storage bytes utilized by all databases in the pool.

Resource Allocation For Azure Elastic Sql Pools
All databases in an elastic pool share the same allocation of resources, such as CPU, memory, worker threads, storage space, tempdb, on the assumption that only a subset of databases in the pool will use compute resources at any given time. Azure SQL Database elastic pools are a simple, cost-effective solution for managing and scaling multiple databases that have varying and unpredictable usage demands. The databases in an elastic pool are on a single server and share a set number of resources at a set price. Elastic pools solve this problem by ensuring that databases get the performance resources they need when they need it. They provide a simple resource allocation mechanism within a predictable budget. The DTU allocation per database is unaffected, but now we have an overall eDTU limit for the pool. A 200eDTU elastic pool, for example, provides the same compute size as an S4 Azure SQL Database. Of course, now those 200 DTUs are shared by however many databases you have in the pool.
There is some additional cost to pooling: eDTUs are 1.5x the price of DTUs. This is explained by pooled resources being more likely to be used, meaning that the Azure platform. The minimum configurable data storage is 1 GB.

Elastic Pool Conceptual Model
Along came Elastic Pool. Interestingly, Elastic Pools brought back the notion of a centralized compute shared across databases. Unlike on premise SQL Server on premise though, that compute doesnt sit with the server itself but with a new resource called an elastic pool.
This allows us to provision certain compute, i.e. DTUs, to a pool and share it across many databases.
A typical scenario where that is beneficial is a lot of small databases which tend to be cost prohibitive with the traditional model.
That makes it an excellent solution for ISV / SaaS providers where different tenants have different spikes.

We could have hybrid scenarios where a server have traditional databases with their own pricing tier and databases attached to a pool.
Add Azure Sql Databases To Elastic Pool
If you havent provisioned any Azure SQL database yet or have not identified any target Azure SQL database, you can create a new Azure SQL database directly inside the SQL Elastic Pool.
Go to the resource overview page of the newly create Elastic Pool DBElasticPool as shown below. As you see, there arent any databases in this Elastic Pool so far. We have two options to add existing databases:
I have clicked at 0 databases. This has navigated me to the Databases tab with 3 sections:
- Databases to be removed from the pool
- Ready to be added to this pool
- Currently in this pool
All three options are self-explanatory and blank as there arent databases added yet. We want to add Azure SQL databases to this Elastic Pool. Thus, we click +Add Databases .
I have identified two Azure SQL databases with similar patterns of resource utilization. These two databases sit ideal, but they have specific high demands of system resources during the execution of the particular report.
After clicking +Add databases, we get another window with all possible databases that can be added to this Elastic Pool. I had only 2 databases hosted on the same server with the Elastic Pool. Thus, I choose them to add. Click at the check box next to each database and hit Apply at the bottom of the Add databases widow.
The screen gets grayed out, and the process of the database addition to Elastic Pool starts.

What Is The T
I have more than one Azure SQL Server which each may contain at least one SQL Elastic Pool. I am trying to build a SQL script that can execute a CREATE DATABASE statement on any of those servers and select one of the available pools on that server. To that end, I would like to know the T-SQL statement which would list all the available elastic pools on this server. I have found the SQL below which will list all the databases on the server and which pool they are in:
SELECT d.database_id, d.name, elastic_pool_nameFROM sys.databases dJOIN sys.database_service_objectives dso ON d.database_id = dso.database_id
However, this only returns master on a new server so I can’t tell what the pool name are to create a new database in a pool on the server. I also found this REST API endpoint to list all elastic pools on a server, but I need to execute this in SQL and not via HTTP.

- What is a vCore?
A virtual core represents the logical CPU available for your server, offered with a choice between generations of hardware. For servers created using Gen4 vCores, the vCores are based on Intel E5-2673 v3 2.4 GHz processors. For servers created using standard-series vCores, the vCores are based on Intel E5-2673 v4 2.3 GHz, Intel SP8160 and Intel Xeon Platinum 8272CL 2.5 GHz processors.
- What does the vCore-based model provide?
The vCore-based purchasing model gives you more flexibility and control and a straightforward way to translate your on-premises workload requirements to the cloud. It also allows you to scale compute and storage resources independently, based upon your workload needs.
The vCore-based model is available to SQL Database managed instance, Single Database and Elastic Pool deployment options and enables the use of Azure Hybrid Benefit for SQL Server for each of these options. Pricing within the vCore-based model is therefore available with and without the hybrid benefit:
- License included: Excludes Azure Hybrid Benefit for SQL Server. This option is for customers who choose not to apply their existing SQL Server licenses with Software Assurance to vCore-based SQL Database deployment options.
- Base rate: Reduced price that includes Azure Hybrid Benefit for SQL Server. Customers can opt into this price by using their SQL Server licenses with Software Assurance.
Azure Hybrid Benefit is not available in the serverless compute tier of SQL Database.

Why Use Sql Elastic Pools
Let’s say you have two S4 Azure SQL Databases, meaning that each has access to a maximum of 200 DTUs. Would you want to put them together in a 200eDTU elastic pool, and would you want to allow either one of the databases to use all the pool’s DTUs at any time? It depends. In most organizations, database activity does not spread evenly across all databases. Some are much busier than others. Similarly, few databases show even levels of activity throughout the day the workloads are often “spiky,” with periods of high user activity levels and resource use interspersed with quieter periods.
Figure 1 shows the two S4 Azure SQL Databases, each with spiky workloads, as reflected in the DTU loads for different periods.
For both databases, there are significant periods where you’ll be paying for resources you’re not using unless you spend a lot of time scaling up and down by the hour, as required.
Elastic pools are compelling in this case because we have two databases that are loaded at different times and, together, the load spreads evenly across the day. For example, if you have two similarly-resourced databases, one of which is used primarily during business hours and the other is primarily used overnight, placing the two databases in an elastic pool allows you to run the overnight process using the resources you’re already paying for to serve the daytime database.
Similarly, if you have several rarely-used databases, you might consider placing them in one elastic pool.
Should We Have One Server Per Pool Or Multiple Pools Per Server
An Azure SQL Server does very little:
- Holds an Admin account for the entire server
- Holds the pools & databases
- Exists in a region
Obviously, multiple regions, multiple servers.
Why would we choose multiple servers over one server multiple pools? Security: if we want to segregate access to different databases at the administration level, we wouldnt want to share one admin account for all.
A lot can be argued around that point, e.g. we could have one admin account for every DBs but different admins per DB for instance. In compliance scenario, I could see this playing out, e.g. dev vs prod, banking vs federal customers, etc. .

What Is An Elastic Pool
Taking the direct quote from the docs, SQL Database elastic pools are a simple, cost-effective solution for managing and scaling multiple databases that have varying and unpredictable usage demands. The databases in an elastic pool are on a single Azure SQL Database server and share a set number of resources at a set price. Elastic pools in Azure SQL Database enable SaaS developers to optimize the price performance for a group of databases within a prescribed budget while delivering performance elasticity for each database.
It is a way to reduce cost if you are hosting multiple databases on your Azure SQL server. The databases share a pool of resources instead of having their own pool which enables you to pay a near fixed price instead of on an individual basis. This way you get more value for money as more resources are utilized and not wasted. It can become really expensive if databases are scaled on an individual basis. An elastic pool will dynamically scale databases individually in the pool depending on demand.
What Are Sql Elastic Pools
SaaS developers build applications on top of large scale data-tiers consisting of multiple databases. A common application pattern is to provision a single database for each customer. But different customers often have varying and unpredictable usage patterns, and it’s difficult to predict the resource requirements of each individual database user. Traditionally, you had two options:

- Under-provision to save cost, at the expense of performance and customer satisfaction during peaks.
Elastic pools solve this problem by ensuring that databases get the performance resources they need when they need it. They provide a simple resource allocation mechanism within a predictable budget. Azure Hybrid Benefit is not available in the serverless compute tier of SQL Database.
The virtualization benefit is applicable to virtualized workloads on vCore-based Azure SQL Database. You can use it to convert 1 license core of SQL Enterprise Edition with active Software Assurance to get up to 4 vCores of General Purpose or Hyperscale tier at the base rate. This makes moving virtualized applications to vCore-based SQL Database options highly cost-effective. For example, if you have 4 core licenses of SQL Enterprise Edition, you can receive up to 16 vCores of General Purpose at the base rate.
Your licenses must be used either on-premises or in the cloud however, you have a 180-day grace period during which you can use licenses both on-premises and in the cloud to facilitate migration.
